Brings #168 from Teller. Operator-triggered
changelog-prestage.ymlthat merges origin/main into a prestage branch + runsrollup_changelog.py --no-bumpto insert the new release heading. Closes the same-line CHANGELOG conflict class. DEVELOPMENT.md gains a Creating a release section. Version 0.2.7 -> 0.2.8.
